OKLAHOMA CITY, Okla.–An OKC Police Department officer posted bond and exited a jail cell Sunday afternoon, barely 24 hours after being arrested and booked for rape and other violent offenses.
According to the Canadian County 72 Hour Booking Report, Officer Shamar Kitchens, 23, was booked into the Canadian County Jail Saturday at 12:01 p.m. He faces charges of first-degree rape, forcible sodomy, rape by instrumentation, pointing a firearm, pointing a weapon at another, domestic assault and battery, and threatening to perform an act of violence.
Kitchens was arrested by fellow OKCPD officers. His bail amount posted was $66,000, according to a report from KFOR. The Black Wall Street Times reached out to OKCPD for additional information.
“Kitchens was involved in an off-duty domestic incident which resulted in his arrest. It was reported he was in a physical altercation with the victim in a vehicle and sexually assaulted her,” OKCPD Captain Valerie Littlejohn responded. “The victim did have visible injuries. Kitchens was arrested on domestic violence and rape, along with several other charges.”
Meanwhile, Kitchens’ arrest isn’t the first instance of an OKC Police Department officer being arrested for rape or sexual assault-related charges against the residents they’re sworn to protect.
A history of violence and rape among OKC Police officers
As reported by NonDoc in June, an OKCPD officer was charged with kidnapping and rape earlier this year. Sgt. Ryan Stark was charged with five offenses, four of them felonies, after he violently forced a woman he was dating to return to his home, raping her, shoving a gun in her mouth and threatening to kill her, according to an arrest affidavit.
The woman, who eventually received an emergency protective order, described Stark’s brutal behavior, saying “it was like a demon had taken over.”
Notably, OKCPD is also the agency in which infamous Daniel Holtzclaw was able to rape and sexually assault numerous Black women before being arrested and convicted in 2015. He was convicted for his assaults on 18 women, many of whom had criminal histories Holtzclaw used to pressure them to comply. He was sentenced to 263 years in prison.

According to data from Mapping Police Violence, Oklahoma police were among the top 10 deadliest police in the nation in 2023. Meanwhile, a report from the Lancet that measured police killings between 1980 and 2019 found Oklahoma police to be the deadliest in the country.
The Black Wall Street Times asked Captain Littlejohn to respond to concerns this most recent rape arrest of OKC Police officer Shamar Kitchens adds distrust between law enforcement and the community. “This case will be investigated thoroughly and presented to the Canadian County District Attorney’s Office,” Captain Littlejohn responded.
